El Paso is the seat of El Paso County, at the pass of the Rio Grande.

The old name El Paso del Norte belongs to the pass and to the Mexican city. Irrigated valley crops sit beside a desert trade town.

El Paso County's seat is the city of El Paso. A valley crop ticket and a plant stub can share a week. The close is remote.

El Paso County, in its own words

The city of El Paso is the seat, in the westernmost county of Texas, where the Rio Grande cuts a pass through the mountains. The Spanish name El Paso del Norte is that pass, and it is also the former name of Ciudad Juarez on the Mexican bank. The account on this site is the Texas side of that name. The county was established in 1848 from Santa Fe County. Mexico and the river bound the southwest. New Mexico lies north and west. Hudspeth County lies east. The handbook places El Paso County and Hudspeth on Mountain Time, alone among Texas counties.

Irrigated ground along the river produces cotton, pecans, and alfalfa, with vegetables and fruit in smaller amounts. Away from the river the entry describes desert. The Franklin Mountains rise beside the pass. The county has long been a trade point for southwestern mining, with a smelter and a copper refinery, and it has two oil refineries even though the entry says there is no oil production in the county itself. A valley crop ticket and a refinery or trade ticket can share a week in the same city.

Running a business here

The city can clear a valley crop ticket and a plant stub together.

The July 2026 Comptroller figure used here shows a county sales tax of 0.5% for El Paso County. State sales tax is 6.25%. Where a city has its own rate, that city rate stacks on the state rate and any county rate. The combined cap is 8.25%. City rates are not listed on this page.

Business personal property renditions go to the county appraisal district for El Paso County. Put April 15 on the calendar. That district's form says which date controls the list.

The franchise report is due May 15. Texas has no state income tax. Neither date goes away because of that.

Working with Steven from El Paso County

You share the QuickBooks Online file. Bank feeds come with that access. Documents go through a secure link. The first conversation is a 30-minute Teams call. Each month you get a short written note. Returns go out for e-signature. A time to start is on the Bookings page. You do not drive in, mail a box, or wait at an office. Send the file. The first pass names what is off. You get that note back while there is still time to use it.

When your bill says El Paso, add the word that tells which place you mean. The Texas city is the seat of this county. El Paso del Norte, on an old paper, is the pass and the older name of the Mexican city across the river. It is not a second courthouse on this side. You file the Texas month here.

A cotton, pecan, or alfalfa ticket from the irrigated valley is a different deposit from a smelter, copper, or refinery stub, even when both use the city name. Write the one you are holding. If the job was off the river, on the desert side, say that in the description so the city name does not hide it. Hudspeth shares Mountain Time and does not get this folder. New Mexico and the Mexican bank are borders. Your copy stays in the Texas county. The county rate on the Comptroller line still does not tell you whether the money was a crop or a plant.

You send the valley ticket and the plant stub as two lines. If you cannot tell them apart from the deposit alone, say so in your note rather than letting the city name cover both. The pass explains why the city is here. It does not label your week.
