Hidalgo was the first county seat. The citrus ticket is still a citrus ticket.
The city history says Edinburg, the Hidalgo County seat, was earlier Chapin, renamed for John Young's Scottish birthplace after a promoter's homicide. Irrigation turned a ranching community into a place that bought and processed cotton, grain, and citrus. The University of Texas-Pan American is here in that account. A student charge and a produce ticket do not match.
Edinburg is in Hidalgo County. The census counted 100,243 people. Combined sales tax on the Comptroller city file is 8.25%. City tax is 2%. No transit authority is listed. No special-purpose district is listed. State tax 6.25% plus the named local pieces equals the combined 8.25%. County sales tax on the county file, not added on top of the combined city rate: Hidalgo none. Business personal property rendition is due April 15 to the appraisal district for the county of the property (Hidalgo County). Franchise (margin) tax report is due May 15. A no-tax-due threshold exists. Its dollar amount is not printed here. Texas has no personal income tax. The permit sets monthly, quarterly, or yearly sales-tax filing. Hidalgo on the river was the first seat. John Closner and William Briggs pushed the seat up to Chapin, named for promoter Dennis Chapin. A homicide tied to that promoter forced the rename, honoring John Young and his Scottish birthplace. Irrigation turned a ranching stretch into cotton, grain, and citrus, plus vegetables, sorghum, corn, sugarcane, and poultry. The University of Texas Pan American began here as a junior college.
Chapin on an old deed is a former name, not a second city rate. Cotton you bought, citrus you shipped, and sorghum you stored can be three crops. Use the crop you actually moved. A junior-college charge, if you bill the school, is tuition or a vendor, not a bale. Most sheds never bill the school.
The seat is Hidalgo. McAllen and Pharr are neighbors in the metro name. Their rows are not this row. A ticket whose saved place is either of them leaves, even if the irrigation ditch runs that direction. No transit authority gets pasted on because a buyer mentioned a bus city.
