The Handbook of Texas puts Pharr on a Hinojosa grant east of McAllen. Henry N. Pharr built an irrigation scheme for sugarcane, and John Connally Kelley platted the town. The plantation venture failed. Hidalgo County is the county. Combined sales tax is 8.25 percent.
Pharr is in Hidalgo County. The census counted 79,715 people. Combined sales tax on the Comptroller city file is 8.25%. City tax is 2%. No transit authority is listed. No special-purpose district is listed. State tax 6.25% plus the named local pieces equals the combined 8.25%. County sales tax on the county file, not added on top of the combined city rate: Hidalgo none. Business personal property rendition is due April 15 to the appraisal district for the county of the property (Hidalgo County). Franchise (margin) tax report is due May 15. A no-tax-due threshold exists. Its dollar amount is not printed here. Texas has no personal income tax. The permit sets monthly, quarterly, or yearly sales-tax filing. The site sits inside a Spanish grant to Juan Jose Hinojosa, east of McAllen, on the Missouri Pacific and on old U.S. Highway 83, now Interstate 2, in south central Hidalgo. John Connally Kelley and Henry N. Pharr, a Louisiana sugarcane grower, became co-owners of river-front ground. Pharr started the Louisiana and Rio Grande Canal Company and an irrigation system meant for a sugar plantation. Kelley formed the Pharr Townsite Company and platted a town named for his partner. The place became a stop on the St. Louis, Brownsville and Mexico Railway. The plantation venture failed when the Rio Grande sugar effort collapsed. The town name remained.
A canal-company ledger is not a crate you sold last week. Sugarcane that was supposed to fill the plantation is not a product unless you still buy or sell cane, which almost nobody here does. Henry N. Pharr is the namesake, not a payer. Hinojosa on a deed is the old grant, not a second city rate. McAllen, immediately west, has another municipal row. A ticket printed in McAllen leaves even if the ditch runs that direction.
Hidalgo is the county under the shed. The row is a flat 2 percent city piece plus the state, with no transit authority. Irrigation explains why the cane scheme was attempted. Failure of that scheme explains why you should not invent a sugar line to make a produce week look historical. Say canal, townsite, or whatever crop you actually moved. The railway stop is haulage if you only shipped. The name on the water tower is not a commodity.
