Spanish attempts came first: the San Xavier missions and the presidio of San Francisco Xavier, soon relocated, then the civil settlement San Marcos de Neve sponsored by Governor Manuel Antonio Cordero y Bustamante, abandoned after floods and raids. Thomas G. McGehee settled near the springs. William W. Moon is named as the original resident of the site that became the town proper. Anglo settlement followed those abandoned Spanish tries. The headwaters stayed.
San Marcos de Neve on a history note is not a current payer. The presidio is not a fort you bill. Moon and McGehee are settlers, not vendors. A spring-water story is geography. A shop on the interstate is merchandise. A campus charge, if you bill the university that later grew by the springs, is its own paper and not a float-rental unless you actually rented the float. Most files have one of those, not all three.
Caldwell, Guadalupe, and Hays can all appear on the city row. The springs sit in Hays in the usual telling. Name the building county for rendition. Do not stack three county pieces onto one ticket.
